WHO IS TO BLAME...!!!???

A Dar es Salaam City resident walks past damaged taxis which were hit by falling iron sheets from a high rise building under construction along Indira Ghandi Street on Monday. Although it is forbidden to conduct activities near a construction site, negligent people have defied this safety order.
